Overview

Rolling out fibre-to-the-home (FTTH) networks is a central part of Deutsche Telekom's broadband strategy, and that rollout runs on cooperation agreements — for commercially funded fibre construction and for publicly subsidised infrastructure projects alike.

These contracts are rarely simple. They carry a web of technical and legal dependencies, and some of them run for up to 30 years. The demands they place on transparency, traceability, compliance and the long-term availability of contract information are correspondingly high.

Challenge

The contract management systems already in use across the Telekom group were not built for agreements like these. The content was too complex, the terms too long, and the requirements around documentation, deadlines and traceability too specific. Individual OneDrive structures filled the gap but could not provide the audit reliability or the transparency the contracts demanded — and they made onboarding and knowledge transfer harder every time someone new joined the team.

Without a central, compliant solution, there was a real risk that operational processes would stay inefficient and that important regulatory requirements would not be met reliably.

Our Solution

In 2023, iits-consulting took over the development of a purpose-built contract management system: VIBeS (Vertragsmanagementsystem Breitband-Services). The goal was a single, sustainable way to manage cooperation agreements — built around audit-proof document storage, information that is easy to find, full transparency over contract content, and less operational complexity.

The team treated the project as a strategic development of existing processes rather than a purely technical implementation. Established workflows were questioned, assumptions were tested, and every decision was measured against long-term value for the organisation. VIBeS was designed to meet the Telekom group's requirements for security, compliance and collaboration while making day-to-day work in the business units noticeably simpler.

VIBeS is now an established platform in use across the Deutsche Telekom group. It gives complex cooperation agreements in the fibre rollout a single, transparent, audit-proof foundation.

Employees can take in contract content faster, find the documents they need reliably, and keep critical deadlines in view through built-in reminders. A KPI dashboard surfaces the figures that matter for steering decisions and supports better day-to-day contract management, while an information portal adds structured collaboration with cooperation partners.

Beyond reducing manual effort, VIBeS has improved knowledge transfer, compliance and long-term team continuity.
